This is a set of M10 x1.25 fine pitch stainless steel flange nuts. These have a serrated surface, and they fit a 15 mm spanner. They are sold in sets of 2, 4, 6, 8 or 10 nuts. The photo shows a set of 2 nuts, with one nut on its side to show the serrated surface.
